the easiest way to resolve this is to get access to the belt and open the side with the ratchet (not the spring) once you remove the cover you will see there is a sprocket with a hammer. release the hammer and the belt should retract. if this does not resolve your issue you need a new seatbelt assy. Lift up the rear back seat base cushion. Turn the ignition on and listen for the fuel pump operation under the seat. If you hear no sound, then pull off the inspection panel there, and remove the fuel pump. Replace it, and retry. This occurs on the Legacy from time to time, and I've replaced a few.
Thanks! you need to use a pick or flathead screw driver to press the other side while pressing the button on the other side. it should release it. Finally found the black button, it was tucked under the cover pretty tight. Once I found it, I pushed it in with my finger and wow, released! Thanks for the help.

Just jiggle as you insert removal tool. no force needed see the pic below. Tool is being held below changer to show how to insert. I suggest you push player in as you insert tool to release any pressure on the springy retaining clip. Despite appearances it does fit past the strip.
